Following is a brief description of the issuance categories:

Directive:  An issuance that EXCLUSIVELY establishes policy, assigns responsibility, delegates authority, or establishes a JTF CAPMED Charter.  JTF CAPMED-Ds shall not contain procedures and will not exceed 8 pages including enclosures with the exception of Charters.

Instruction: An issuance that establishes and/or implements policies and tells the user how to implement a policy (procedures), operate a program or activity, and assign responsibilities.  Instructions shall not exceed 50 pages.  Instructions may be signed by JTF CapMed Executive Directors or CJTF/DCJTF.

Directive-Type Memorandum (DTM):  DTMs serve the same purpose as JTF CapMed Directives, Instructions or Manuals but are issued ONLY for time-sensitive actions that affect current issuances or that will become JTF CapMed issuances and ONLY when time constraints prevent publishing a new issuance or a change to an existing issuance.  DTMs shall not be used to permanently change or supplement existing issuances.  They shall be effective for no more than 180 days from the date signed, during which time they shall be incorporated into an existing JTF CapMed issuance, converted to a new JTF CapMed issuance, reissued, or canceled.

Manual: An issuance providing detailed procedures for implementing policy established in Directives and Instructions.
